In the center of Kansas City is located a new casino controlled by the tribe. It is situated in the neighborhood of City Hall. This situation did not cause much legal problems. The representative of Governor Kathleen Sebelius assured that they are going to observe the casino and react if the laws are broken. Since 1996, the state officials are taking care over the casinos in Kansas, which are owned by four indigenous tribes. They appealed against The United States Interior Department decision about gambling. The small ground in the centre of the city, owned by the Wyandotte Tribe of Oklahoma, was given the status of reservation. This piece of land, which was bought in 1996, is located near the tribe’s historic Huron Cemetery, which was set up in 1840. According to the federal bill since 1989, it was allowed to set up casinos on reservation territory. Because of this, a few mobile building units appeared on this land last year. However there was not presented any official statement by the Wyandotte Tribe of Oklahoma and they did not even comment on questions from the Wednesday’s newspaper. The tribe’s lawyer was the only person, which everyone may make any request, but there were not any suggestions or negative commentaries. The same situation was with Penny Coleman, who did not take any position on legal actions fulfilled before opening the casino to the community. Coleman is quite popular personality and controls tribal casinos all over the world as the general counsel of the Nation Indian Gaming Commission. However, he assured that all reports about operations and strategy of development have to be endorsed. Moreover, the criminal cases connected with the casino and the list of workers and managers, which are seeking for two weeks, have to be known. Coleman uttered that “We will be providing the necessary oversight to ensure the tribe is complying with the Indian Gaming Regulatory Act”. He mentioned also that they will look closer to territories, which are under tribes control. If the conditions are not obeyed, the commission has all the tools to react quickly. It has the power to fine and shut the casino. It may present opinion and evaluate any infringements. Nowadays taking into consideration the laws made by the U.S. Department this year, the tribe’s areas in the centre are allowed to try for a federal certificate called Class II gambling activities. It causes the situation in which any other agreement from state or local authorities is needed. This license permits bingo, pull-tab games and many electronic pull-tab devices, which are quite similar to slot machines. On the other hand, Class III consists of rather conventional slots and table games such as blackjack and dice games. These licenses were used as the way to open the casino in shorter time. However, the Wyandotte Tribe of Oklahoma has preferred the casino with Class III and hotel next to Kansas Speedway, it has frightened for many years that it will open casino Class II.
